2004年6月選舉產(chǎn)生的加拿大第38屆眾議院4日在渥太華開(kāi)始舉行會(huì)議，執(zhí)政的自由黨議員彼特·米利肯再次當(dāng)選為議長(zhǎng)。米利肯在當(dāng)選后表示，由于執(zhí)政的自由黨在本屆議會(huì)中只占少數(shù)席位，因此，本屆議會(huì)將面臨更多挑戰(zhàn)。
米利肯沒(méi)有說(shuō)錯(cuò)，2004年10月7日，新執(zhí)政黨就面臨了一次“信任危機(jī)”，只得通過(guò)推遲對(duì)某項(xiàng)修正案的投票活動(dòng)來(lái)避免很可能的落敗。
